This is our plea for help from your 48 brothers in Thailand.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g8sdi00093b6m3a250ryl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The 48 men were arrested by Thai authorities 11 years ago after crossing the border to Thailand in an attempt to escape persecution in China. They were part of a larger group of about 350 people detained at the time, some of whom were minors, according to previous reports from UN experts, rights groups, and Uyghur campaigners.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g8sdi000a3b6mkug12ig7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Five Uyghur detainees, including a newborn and a 3-year-old, have died in detention, the reports said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g8sdi000b3b6m2cfo248s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Human rights groups and campaigners say that in the years since, the men have been held in \u201cin life-threatening conditions\u201d without access to lawyers, family members or UN representatives. Human Rights Watch said the men were living in \u201csqualid conditions with poor hygiene and inadequate medical care.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g8sdi000c3b6mz4mxet67@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe are informed that 23 of the 48 individuals suffer from serious health conditions, including diabetes, kidney dysfunction, paralysis of the lower body, skin diseases, gastrointestinal illnesses, and heart and lung conditions,\u201d the eight UN experts said Tuesday. They include the UN special rapporteurs on torture and on migrants\u2019 human rights, and other independent human rights experts appointed by the UN Human Rights Council.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g8sdi000d3b6mjtdtw82a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cIt is essential they be provided with the necessary and appropriate medical care,\u201d the UN experts added.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g8sdi000e3b6mwtt3wvmb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Fears the 48 would be imminently transferred to Chinese custody arose on January 8 when Thai authorities reportedly gave the detainees \u201cvoluntary return\u201d documents to sign, according to the Save Uyghur campaign. Detainees told the group their photos were taken and reported an increase in threats of deportation from officials in the immigration detention center.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67isr0v00003b6matxpd735@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            China\u2019s Ministry of Foreign Affairs said Wednesday: \u201cThe matter involves judicial cooperation between two sovereign states.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67lv04800003b6mwgaz3iw1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            UN experts should abide by the principle of the<strong> <\/strong>UN charter and \u201crefrain from interfering with the judicial sovereignty of the member states \u2026 rather than making irresponsible remarks,\u201d ministry spokesperson Mao Ning said at a regular press briefing.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm67g8w31000j3b6msdzbe65n@published\" data-component-name=\"subheader\" id=\"long-persecuted-minority\" data-article-gutter=\"true\">        Long persecuted minority<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g7tyu00003b6m1mzsh9mf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The predominately Muslim Uyghurs are a distinct ethnic minority from Xinjiang, a massive, nominally autonomous region in the far west of China.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g9asl000o3b6mnzesq0fd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            China\u2019s repression of Uyghurs and other ethnic minorities in Xinjiang has been labeled \u201cgenocide\u201d by the US and other countries, with widespread and credible reports of arbitrary detention, mass surveillance, forced labor and restrictions on movement \u2013 allegations China vehemently denies.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g9asl000p3b6mjxn1slm0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A landmark 2022 report from the UN\u2019s high commissioner for human rights said China had committed \u201cserious human rights violations\u201d against the Uyghurs, documenting what it described as arbitrary and discriminatory detention of members of Uyghur and other predominately Muslim groups.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g9asl000q3b6mwuuiet2e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            At the time, more than 1 million Uyghur and other Muslim minority peoples were estimated to be held in extrajudicial camps for \u201cre-education\u201d and indoctrination. Descriptions of detentions \u201cwere marked by patterns of torture or other forms of cruel, inhuman or degrading treatment or punishment,\u201d the UN report found.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g9asl000r3b6msebnv4oe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            China has fiercely denied committing rights violations. It has previously said it established such centers to counter \u201cextremism\u201d in the region, and has since said the facilities were closed.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g9asl000s3b6mcr327pso@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A letter from the 48 detainees dated January 10 said: \u201cWe urgently appeal to all international organizations and countries concerned with human rights to intervene immediately to save us from this tragic fate before it is too late.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g9asl000t3b6m0pyr0ijd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Human Rights Watch said they face \u201crisks of enforced disappearance, long-term imprisonment, torture, and other severe mistreatment,\u201d if they are forcibly repatriated.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm67g9dkt000v3b6m515rakdv@published\" data-component-name=\"subheader\" id=\"pressure-on-thailand\" data-article-gutter=\"true\">        Pressure on Thailand<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g930y000m3b6m9qbge6fb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Among the prominent voices adding pressure on Thailand was US Secretary of State Marco Rubio, who told his Senate confirmation hearing ahead of being sworn in Tuesday that he would lobby Bangkok against deporting the Uyghur men.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g9t5y00103b6mt8293gdv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThailand is actually a very strong US partner, strong historical ally as well,\u201d Rubio said. \u201cThat is an area where I think diplomacy could really achieve results because of how important that relationship (is) and how close it is.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67heryt00023b6m0a0bo1aa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Meanwhile, John Moolenarr, chairman of the House Select Committee on China, wrote a letter to Thailand\u2019s Ambassador to the US last week expressing his alarm over the reports and urged the government to release the men to a third country.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g9t5y00113b6mdt9flpyj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The UN experts also called on Thailand, which is a member of the UN Human Rights Council, to respect its obligations under international law.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g9t5y00123b6myf552xf3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe prohibition on refoulement prohibits the return or transfer in any manner whatsoever to a country where there is real risk of torture or other cruel, inhuman or degrading treatment or punishment,\u201d they said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g9t5y00133b6ml1xv4eux@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Southeast Asian kingdom is not a party to the 1951 Refugee Convention and does not recognize the concept of asylum. Thailand has a history of pushing refugees back across its borders and of deporting dissidents.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g9t5y00143b6m88erm34c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In 2015, Thailand deported 100 Uyghurs to China, sparking international outcry. The fate and whereabouts of those returned are unknown, UN experts said last year.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm67g9t5y00153b6mzkt4s8n3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In the same move, more than 170 Uyghur women and children were voluntarily transferred to Turkey.
