He conceded it was \u201cnot pleasant\u201d that Trump spoke with Putin before calling Kyiv, calling into doubt the West\u2019s policy of \u201cnothing about Ukraine without Ukraine\u201d that has largely held over three years of Russia\u2019s full-scale invasion.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hncvc00083b6m2gu2dstu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Kaja Kallas, the European Union\u2019s foreign policy chief, warned against a \u201cquick fix\u201d and a \u201cdirty deal\u201d to end the war, saying that Europe and Ukraine must be at the table for talks because no peace deal can be implemented without their involvement.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hncvc00093b6mk78xboja@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For European members of NATO the future suddenly looks a whole lot more uncertain.  Since the foundation of the alliance, Europe has relied on the American nuclear umbrella, the deployment of sizable US military contingents in Europe and the vast US defense budget and weapons pipeline.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hncvc000a3b6ma94mzhbt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Trump\u2019s call with Putin, and his subsequent announcement that negotiations would begin immediately on reaching a deal in Ukraine, blindsided European leaders and threatened to leave them with the grunt work of funding and overseeing any settlement.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hncvc000b3b6mh7r1cen5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In other words: Washington will do the deal (and may get paid in rare earth minerals by Ukraine as Trump has demanded), and Europe will pick up the tab.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hncvc000c3b6mushbptr7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Newly minted US Defense Secretary Pete Hegseth told NATO allies in Brussels that European and non-European troops \u2013 but not Americans \u2013 would have to police any agreement between Ukraine and Russia. There was also a brutal denial of Ukraine\u2019s aspirations to join the alliance. Hegseth said Washington did \u201cnot believe that NATO membership for Ukraine is a realistic outcome.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hncvc000d3b6m2lizrihz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A NATO official subsequently briefed that \u201cNATO membership is not necessarily something that needs to be negotiated with Russia. It\u2019s something that\u2019s a decision for allies and that decision has been linked to when the time is right.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hncvc000e3b6mv5b3l8ov@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The official insisted that \u201cthe alliance\u2019s position has not changed and Ukraine is still on a path to membership.\u201d    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm73i5b5q001p3b6m2u9sd7nm@published\" data-component-name=\"subheader\" id=\"any-deal-behind-our-backs-will-not-work\" data-article-gutter=\"true\">        \u2018Any deal behind our backs will not work\u2019<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hm02t00003b6ml2gkomdh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Europeans, both in NATO and in the EU \u2013 are struggling to be heard as Trump focuses on doing a deal with Putin to end what he has called the pointless bloodshed in Ukraine.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000l3b6ml2dg7ciw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Kallas said that \u201cany deal behind our backs will not work.\u201d She added that \u201cappeasement also always, always fails. So Ukraine will continue to resist and Europe will continue to back Ukraine.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000k3b6m7bqu43s3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The allies have been fond of the mantra \u201cNo settlement in Ukraine without Ukraine.\u201d That might now be expanded to \u201c\u2026without Ukraine and Europe.\u201d Six European governments, including France, the UK and Germany, said Wednesday night in a panicked joint statement: \u201cWe are looking forward to discussing the way ahead together with our American allies.\u2026 Ukraine and Europe must be part of any negotiations.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000o3b6m0djqiwc2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u0160akalien\u0117 and her Baltic counterparts, on Russia\u2019s borders, are especially anxious at the turn of events. She said there was a stark choice: \u201cWhether we decide to fall under the illusion that Mr. Trump and Mr. Putin are going to find a solution for all of us, and that would be a deadly trap, or we will, as Europe, embrace our own economic, financial and military capacity.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000p3b6mcv0a1rt4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u0160akalien\u0117 acknowledged that historically the US had been \u201cpaying for our security. And that needs to be corrected.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000q3b6mfzdaqkog@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Her Estonian counterpart, Hanno Pevkur, cited the poet Alexandre Dumas &#8211; \u201cOne for all, all for one\u201d \u2013 as the bedrock of the transatlantic relationship, and also spoke of raising defense spending.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm73i5zvy001r3b6msuwiyqkb@published\" data-component-name=\"subheader\" id=\"flat-footed\" data-article-gutter=\"true\">        Flat-footed<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000r3b6mz9a2bc6q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But production lines, investment in new technology and recruitment do not happen overnight. There\u2019s been intense talk since Russia\u2019s full-scale invasion of Ukraine began of ramping up defense industries in Europe. But that\u2019s a multi-year process.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000s3b6mm9bjm6za@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The head of French defense giant Dassault, \u00c9ric Trappier, said last year that \u201cEurope believes all of a sudden that working on defence is a good thing\u2026 Between that realisation and the reality of building a European defense industry it\u2019s going to take many years and even many decades,\u201d he told the Financial Times.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000t3b6mnog2vbar@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Those words were echoed Thursday by NATO Secretary General Mark Rutte. \u201cWe are not producing enough and this is a collective problem\u2026. Russia is producing in three months in ammunition, but the whole of the alliance is producing in a year.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000u3b6mkee62yzs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            European weapons manufacturers have also complained about arcane decision-making processes in Brussels, where the European Commission has angled for a much greater role in procurement.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000v3b6miqys7oa7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            And this sudden increase in spending is expected at a time of sluggish growth and tight public finances.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000w3b6mqyy9ima3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The events of 1989, when the Soviet bloc evaporated, left a legacy of defense cutbacks in the West that are only now being reversed.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000x3b6miv7s1t13@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Together, as Zelensky noted this week, Ukraine and Europe have fewer men under arms than Russia. Zelensky is doubtful that Europe or another monitoring force alone is up to the task of securing any peace. \u201cI don\u2019t think any UN troops or anything like that have ever really helped anyone,\u201d he told the Guardian this week. \u201cWe are for a (peacekeeping) contingent if it is part of security guarantees, and I would underline again that without America this is impossible.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000y3b6m9q0v4lgd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            With Hegseth saying there is no way the US will commit troops to some sort of 1,000-kilometer long demilitarized zone stretching from the Black Sea to Kharkiv, there is no clarity over what those guarantees might be. Zelensky said Thursday that rather than a contingent of maybe 5,000 peacekeepers, there would need to be 100,000 as part of a \u201cdeterrent package.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e000z3b6muqxx1i43@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Some European ministers fear that Trump fatally misunderstands Putin. German defense minister Boris Pistorius said Thursday he regretted the new administration taking Ukraine\u2019s prospective membership of NATO off the table immediately and added: \u201cPutin is constantly provoking the West and attacking us again. It would be naive to believe the threat would actually diminish after such a peace agreement.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e00103b6m5a8xubpp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Their next chance for allies to temper \u2013 or at least interrogate \u2013 the administration\u2019s strategy will be at this weekend\u2019s Munich Security conference, to be attended by US Vice-President JD Vance and Trump\u2019s special envoy to Ukraine, Keith Kellogg.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm73i4nhg001n3b6mc0lmiv50@published\" data-component-name=\"subheader\" id=\"europe-sidelined\" data-article-gutter=\"true\">        Europe sidelined?<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e00123b6moiwis2vy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Europeans may now be forgiven for glancing backwards to existential moments in their modern history.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e00133b6mtndkhjsw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            One is the Munich agreement of 1938 that gave Hitler free rein to continue Nazi aggression against allies that were neither armed nor ready for war against a fully militarized society.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e00143b6mtpozbxbw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The other is the Soviet invasion of Czechoslovakia in 1968 that suppressed the Prague Spring, an effort at liberalization that threatened Moscow\u2019s dominance of Eastern Europe, just as Ukraine\u2019s sharp tilt to the EU was seen as a threat by Putin.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0e00153b6m1eguw4zd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            At that time, US Senator Henry Jackson told NATO parliamentarians that while there was little disagreement in the US about the value of the Atlantic Alliance, there was \u201ca widespread feeling in my country that so many Europeans were less concerned with the security of their homelands than we were.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0f00163b6mdalg4lth@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cTo many Americans it has seemed that a prosperous Western Europe was not making a reasonably proportionate contribution to the common defense effort,\u201d Jackson said. \u201cI am convinced that the future vitality of the alliance depends in very large measure on the degree and quality of European efforts to keep NATO strong.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm73hnt0f00173b6mikut12uj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Fast forward half a century and the demands of the Trump administration that European members of NATO, many of which have struggled to reach a defense spending target of 2% of GDP, are now expected to hit 4 or 5% &#8211;
