The main problem is it belongs to another country"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46vaym00dt27qoattxebm0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Venezuelans<strong> <\/strong>on Sunday for the first time elected a governor and other lawmakers<strong> <\/strong>for Essequibo, an oil-rich region that Venezuela has laid claim to even though it is widely recognized as being part of neighboring Guyana.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46wh4w0004356m8ayw2tyd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Essequibo\u2019s 125,000 inhabitants, who account for more than 15% of the English-speaking country\u2019s population, did not take part in Sunday\u2019s election.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46wh4w0005356mnbdhpvsy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The vote, which was widely criticized by Guyanese officials, instead saw Venezuelans pick a new governor, six deputies to the National Assembly of Venezuela, and seven to a regional legislative assembly. It is unclear how the officials, once elected, plan on running the territory, which Guyana governs.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46wh4w0006356m1yccmawe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The election is the latest provocation in a long-running territory dispute between Venezuela and Guyana.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46wh4w0007356mqiq6duwq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            It comes more than a year after Venezuelan President Nicol\u00e1s Maduro ordered the creation of a new state within the territory, which is roughly the size of Florida, called \u201cGuayana Esequiba,\u201d following a referendum that saw Venezuelan voters approving the move.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46wh4w0008356muktdn3r6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Guyana had called Venezuela\u2019s actions a step towards annexation and an \u201cexistential\u201d threat as the specter of armed conflict loomed over the region.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46wh4w0009356ms3atf2dl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Maduro first announced in January that a vote would be held for the region as part of a larger election for governors and lawmakers across the country. \u201cI call for freedom of conscience for the people and for the people to elect the best for the governorships of the 24 states,\u201d Maduro said on Telegram ahead of Sunday\u2019s election, referring to Essequibo as the nation\u2019s 24th state.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46wh4w000a356mnf5xrf3i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The vote has put Guyana on high alert, with its President Irfaan Ali on Saturday calling the poll \u201cscandalous, false, propagandistic (and) opportunistic.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46wh4w000b356mknokv8i7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Guyana is home to vast oil reserves and is on track to become the world\u2019s highest per capita oil producer. It, however, has an army estimated to be less than 5,000 soldiers, and lacks the hardware or manpower to face possible Venezuelan aggression.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46wh4w000c356mi76xgcqg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The country in the meantime has sought closer military cooperation with the United States amid the threats from Venezuela.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46wh4w000d356mln80c8il@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On Sunday, the US State Department\u2019s Bureau of Western Hemisphere Affairs called the election a \u201csham\u201d on X. \u201cThe United States rejects all attempts by Nicolas Maduro and his illegitimate regime to undermine Guyana\u2019s territorial integrity, including this latest sham election in the Essequibo region,\u201d it wrote.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46wh4w000e356mvfuo8bzj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Venezuelan Defense Minister Vladimir Padrino L\u00f3pez pushed back against the criticism on Sunday, saying, \u201cWe are supported by historical, legal, and moral grounds regarding that territory.\u201d    <\/p>\n<h2 class=\"subheader inline-placeholder subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cmb46wtc1000q356mkqr6qmps@published\" data-component-name=\"subheader\" id=\"decades-long-claim\" data-article-gutter=\"true\">        Decades-long claim<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46ve2f0000356m964sa57o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Venezuela has claimed Essequibo as its own for decades, arguing that it was within its borders during the Spanish colonial period. It has dismissed an 1899 ruling by international arbitrators that set the current boundaries when Guyana was still a British colony.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46wqyh000k356mg9lhuv20@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Guyana has controlled the region since gaining independence in 1966. The recent discovery of vast offshore oil fields in the area has heightened the stakes in the dispute.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmb46wqyh000l356ml6sqlogl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In 2018, Guyana filed an application with the International Court of Justice to try to validate the 1899 decision. The case is still under review. Pending a final decision, the court ordered earlier this month that Venezuela refrain from holding elections in the territory.
